The EU Twinning Project “IPPC – Integrated Pollution Prevention and Control” TR-08-IB-EN-03, providing support to the Ministry of Environment and Urbanization of Turkey, concludes highly successfully after 30 months of implementation. This project, of 1.4 million €, established a fruitful collaboration with the Ministry of Agriculture, Food and Environment of Spain, and with the Chief Inspectorate for Environmental Protection of Poland.


A team composed by experts of the three countries executed the project, whose objective was to set the main cornerstones towards the alignment of the current environmental permitting system with the requirements established in Chapters 1 and 2 of the EU Directive 2010/75/EU on Industrial Emissions (IED).

The main results achieved and outputs delivered by the project are the following ones:

• Draft of the Turkish By-Law which transposes the integrated environmental permitting obligations stated in Chapters 1 and 2 of the IED.
• Strategy and resource estimate proposal, to support the Ministry of Environment and Urbanization of Turkey in the next steps to implement integrated environmental permitting and related environmental inspection in line with IED requirements.
• Comprehensive information on the implementation of integrated environmental permitting in EU countries.
• 2 introductory guides, to help both the operators of activities which need to apply for an Integrated Environmental Permit, and the Competent Authorities that will assess the permit application and issue the permits.
• 4 Best Available Techniques sector guides for the following sectors: coal power plants, textile industry, electric arc furnace iron and steel installations and oil refineries.
• Delivery of training programmes for each of the 4 industrial sectors mentioned above.
• Translation of numerous additional EU technical reference documents relevant for the implementation of the IED.

The publication of the draft By-Law will simplify and improve the control and monitoring of the industries, promoting cleaner production, thus leading to significant pollution decrease and less bureaucracy for all stakeholders
