The General Directorate of Environmental Management continues to carry out activities to incorporate the Integrated Pollution Prevention and Control (IPPC) Directive into the national legislation, regulated under the 1st and 2nd chapters of the Industrial Emissions Directive (IED) 2010/75/EU. As it is known, one of these studies is performing under the Project “Determination of Industrial Emissions Strategy of Türkiye in Accordance with Integrated Pollution Prevention and Control (DIES)”, mainly focused on the Chemical and Mineral sector.

Within the framework of the DIES Project activities, financed by the European Union and the Republic of Türkiye, training sessions are being delivered in the form of “Training of Trainers” (ToT). Upon completion of the training Program, trainers will act as multipliers to carry out training courses oriented on Ministry specific needs related to the implementation of IPPC approach. To be successful trainers and facilitators, participants will need to acquire good methodical competence and personal and social skills, in addition to extensive technical expertise in their subject matter.

The first of the ToT sessions was held in Ankara on 29 September-1 October 2021; the second one was held in Antalya on 19-21 October 2021; and the third one was held in Ankara on 14-16 December 2022.

The 4th ToT was held on 23-25 May 2023 at Ankara Point Hotel. With 3 days of training, comprehensive presentations were made under the titles of introduction of the Environmental Information Systems in Türkiye, introduction of the portals related to the EU’s new environmental policies, development of the technical documentation under the scope of DIES Project and the developed certification software. The fourth training was opened by the welcoming speech of MoEUCC, Ms. İrde ÇETİNTÜRK GÜRTEPE, head of the Department of Air Management, and continued with the presentation delivered by the project Team Leader, Ms. Dubravka Pajkin TUCKAR of the overview of the topics given at the previous ToTs.

The training continued with the introduction of softwares utilized by different departments of the MoEUCC on the first day. The informative presentations were delivered by Ms. Ebru OLGUN EKER on Continuous Monitoring Center; by Ms. Ebru TAŞÇI on e-EIA; by Mr. Erhan SARIOĞLU on e-Permit; by Ms. Betül KESKİN ÇATAL on E-PRTR; Ms. Hatice CESUR on e-Inspection; by Ms. Ayşe Pınar AKLAN TİFTİK on BEKRA (Seveso); by Mr. Ömer Erdal BİLİCİ on Monitoring, Reporting and Verification of Greenhouse Gas Emissions (MRV) System; by Mr. Gökhan Berker AKBIYIK on EKOMVET-FARAVET; and by Mr. Ertan YASAN on E-GIS.

On the second day of the training, the studies in the DIES Project and the environmental portals in the EU were mentioned. An expert from the Sustainability Strategy and Zero Pollution Branch Ms. Arzu ERDOĞAN made a presentation on the processes, activities and expectations from the software of the DIES Project. Then, Project Senior Expert, Ms. İrem İNCE presented the development of technical documentation within the scope of DIES Project. This was followed by a presentation by Senior Software Expert Mr. Can ÖLÇEK introduced the certification software developed within the scope of the DIES Project. The second day was completed with the presentations of EU Experts, Mr. F. Javier GONZALEZ VİDAL and Ms. Andrina CRNJAK THAVENET who showcased exemplary portals related to new environmental policies in Spain and Croatia.

On the final day of the training, participants engaged in group demonstrations and testing of the developed certification software. Suggestions from the participants were noted and discussed with all the participants the aim of contributing to the software’s ongoing improvement.
